On August 10, 2023, YOLAN hosted a meaningful gathering at the Kabul Star Hotel, bringing together 28 activists (18 male, 10 female) representing various civil society organizations (CSOs) in Kabul. In the current context, the operational environment for CSOs has become increasingly complex and challenging. Such events, like the one organized by YOLAN, have become rare in Kabul, providing a valuable opportunity for engagement and collaboration.

During this event, activists from diverse CSOs had the chance to connect with one another and exchange insights into their respective activities and programs. They also engaged in discussions about the challenges currently faced by NGOs and activists in Afghanistan, highlighting several key concerns:

Challenges for Women’s Participation: Participants expressed concerns about the limitations placed on women’s involvement in CSOs. Montaz Yousufzai, a CSO leader, shared that recent policies have restricted women’s access to certain public offices, making it difficult for female professionals to fully contribute to organizational efforts. In one instance, leadership roles were suggested to be filled by male colleagues, and policies have discouraged the inclusion of women on organizational boards.

Operational Constraints for NGOs: Many attendees shared experiences about the hurdles faced by NGOs in navigating the current regulatory environment. These challenges included complexities in project registration processes and difficulties in implementing initiatives related to human rights, women’s empowerment, and education. In some cases, NGOs reported instances of interference in their activities.

Shortage of Skilled Personnel: The migration of skilled professionals has left CSOs grappling with a shortage of qualified staff, which has impacted their ability to operate effectively.

This event served as a crucial platform for CSO activists to foster connections, share their experiences, and collectively discuss strategies to navigate the pressing challenges faced by civil society in Afghanistan. YOLAN remains committed to supporting such collaborative efforts, recognizing their importance in strengthening the resilience of civil society in these difficult times.
