On August 10, 2023, YOLAN organized a significant trust-building event at the Kabul Star Hotel in Kabul, bringing together 28 activists (18 male, 10 female) representing various CSOs in Kabul. Since the Taliban’s takeover, the operating environment for CSOs has become increasingly restrictive. Such events, like the one organized by YOLAN, have become a rarity in Kabul.
During this event, activists from diverse CSOs had the opportunity to acquaint themselves with one another and share insights into their respective activities and programs. Additionally, they discussed the current challenges faced by NGOs and activists in Afghanistan, highlighting several key issues:
- Exclusion of Women from Workspaces: Activists expressed concerns about the Taliban’s growing restrictions on women’s participation in CSOs. Montaz Yousufzai, a CSO leader, reported that the Taliban had prohibited women from entering the Ministry of Economy, making it nearly impossible for female professionals to engage in meaningful work. Furthermore, the MOE demanded that Montaz Yousufzai be replaced by a male colleague to lead the organization, and they insisted that no women be part of the CSO’s board.
- Restrictions on NGO Operations: Many participants voiced concerns about the impediments faced by NGOs due to Taliban restrictions. They explained the difficulties encountered when trying to register their projects with the Ministry of Economy. In some instances, local employees of these NGOs faced harassment and assault by the Taliban. Projects related to human rights, women’s rights, and education are not easily permitted by the de facto government. Additionally, participants noted instances of Taliban interference in ongoing projects.
- Shortage of Skilled Personnel: The mass exodus of professional cadres from the country, fearing persecution by the Taliban, has left many CSOs struggling to find qualified staff. This shortage of skilled personnel has posed significant challenges to the operations of CSOs.
This event provided a crucial platform for CSO activists to connect, share experiences, and collectively address the pressing issues confronting civil society in Afghanistan.
